The seismic surge in the Kaliningrad region in 2004 surprised not only residents, but also the expert community.

Scientists from the Institute of Earth Physics of the Russian Academy of Sciences (IPZ RAS) investigated the causes and consequences of this geophysical event. Seismologists from the National Academy of Sciences of Belarus took part in a large collective work, continuing to exchange information and prepare joint publications with Russian colleagues.

By the way, the first data on a unique earthquake were obtained, among other things, from a seismic station located on a granite shield in western Belarus. A complete reconstruction, as the head of the group of seismologists, Doctor of Geological and Mineralogical Sciences Andrei Nikonov from the Institute of Physical Sciences of the Russian Academy of Sciences, says, became possible precisely thanks to the deployed hardware network in the salt mines of the Union State.

So, on September 21, three tremors were recorded by seismic stations - at 11.05, 13.32 and 13.36 GMT. The complete surprise of the event and the unpreparedness of residents for such phenomena raised a lot of questions.

We have at least 30 publications on the Kaliningrad earthquake, on various aspects, including assessment of future seismic hazard,” notes Andrey Nikonov. “Belarus and the Baltic states were greatly affected,” says the scientist, “as a result, maps were built for each of the shocks, which also affected the territory of Poland.

The Kaliningrad earthquake was purely tectonic, it is typical in literally all manifestations, experts say: no artificial factors were detected. 5. The principles of reception, recording and consideration of information about accidents received by customs authorities are the mandatory acceptance and recording, legality, timeliness and objectivity of consideration.

2. The procedure for receiving and recording incoming materials, messages, statements containing data indicating the presence of an accident event

6. Information about the accident received by the customs authority is registered in accordance with the established procedure.

7. When individuals apply with an oral statement containing data indicating the presence of an accident event, a customs official draws up a protocol of the statement of an administrative offense (Appendix 1). The protocol is signed by the applicant and the official who accepted the application.

When individuals apply with an oral statement containing data indicating the presence of an accident event to the customs authority during non-working hours, the preparation of a protocol on the application for an administrative offense is carried out by the operational duty service of the customs authority.

8. The collection and analysis of messages containing data indicating the presence of an accident event, published or disseminated in the media, is carried out at the customs by the press secretary of the customs or another official appointed by the head of the customs in the area of ​​​​activity of which the legal address of the media is located.

9. Information about an accident received by the customs authority after registration or after its identification at one of the stages of working with documents, as well as information about an accident accepted in accordance with paragraphs 7-8 of these methodological recommendations, is immediately reported by the relevant official of the customs authority to the head of the customs office. body or his deputy for law enforcement work (in the regional customs department (RTU) to the first deputy head of the RTU for law enforcement work - the head of operational customs) or to persons replacing them who give a written instruction to consider materials, messages, statements containing data indicating presence of an AP event (hereinafter referred to as the order) (Appendix 2).

10. The official entrusted with the review submits information about the accident for accounting to the structural unit specified in paragraph 11 of these methodological recommendations, and also promptly submits to the employee responsible for receiving and recording information about the accident the maintenance and storage of a log of materials and messages , statements of administrative offenses (hereinafter referred to as the journal) and review materials (hereinafter referred to as the responsible officer) the data necessary to fill out the journal.

11. Accounting of received information about accidents is carried out:

in the Federal Customs Service - the Department of Customs Investigations and Inquiry (UTRD) (paragraph as amended;

in RTU and operational customs - by the registration and registration department of operational customs;

at customs - by the registration department of customs.

12. Responsibility for organizing the reception and recording of information about accidents in the customs authorities of the Russian Federation rests with the deputy head of the customs authority for law enforcement, who determines the responsible officer.

13. When receiving information about an accident, the responsible employee takes it into account by entering data into a journal and affixing the registration number and recording date on the appropriate media.

3. Information to be entered in the columns of the journal

14. Filling out the columns of the journal is carried out in accordance with the form given in Appendix 3.

15. Column 1 indicates the serial registration number assigned to the information about the accident received by the customs authority.

The account number consists of the following digital designations:

digital code of the customs authority in which information about the accident received by the customs authority is registered (according to the classifier of the customs authorities);

serial number in the journal, starting from the 1st in each year, with the addition of the letter - I;

four digits for the current year. For example: "N 10005000-225I/2002".

16. In column 2 - the date of receipt of information about the accident by the customs authority and the incoming registration number.

17. In column 3 - brief information about the person who provided information about the AP: last name, first name, patronymic of the individual; name and address of the legal entity.

18. Column 4 contains the basic information contained in materials, messages, statements.

19. In column 5 - the position and surname of the official of the customs authority who appointed the review of information about the accident.

20. In column 6 - the date of appointment for reviewing information about the accident.

21. In column 7 - the position and surname of the official of the customs authority carrying out the consideration of information about the accident.

22. In column 8 - information about the extension of the deadline for reviewing information on the AP: the grounds for the extension, the position and surname of the official of the customs authority who extended the review, until what time the review was extended.

23. In column 9 - the registration date and serial registration number assigned to the initiated case of an accident or criminal case and the qualification of the offense under the article of the Code or the Criminal Code of the Russian Federation, respectively.

24. In column 10 - the date of the decision to refuse to initiate an administrative case, the number of paragraph of Article 24.5 of the Code.

25. In column 11 - the outgoing registration number of the message about the detection of signs of other offenses that are not within the competence of the customs authorities, and to whom exactly it was sent.

4. Requirements for the design, maintenance and storage of the journal and review materials

26. The log is kept in the UTRD, operational customs, customs.

27. The magazine is started from the beginning of the year, the front side of its cover is drawn up in accordance with the form given in Appendix 4.

28. Sheets of the journal must be numbered and laced. A sticker with the stamp of the customs authority is placed on the lacing knot of the sheets on the last page, and a certification inscription must be made on top (Appendix 5).

29. All entries in the journal are made in blue, violet or black ink (paste).

30. The journal does not allow erasures, corrections or deletions of previously made entries using corrective means.

31. If necessary, entries made by mistake are crossed out with one line so that the previously written text is clearly readable. A new entry is made in the same column. In the “Note” column, the customs officer responsible for maintaining the journal makes an appropriate entry, for example; "Corrected in gr. 3 and gr. 5." Signature, initials, surname, date.

32. If one journal is not enough to record information during a calendar year, a new journal is created, which is a continuation of the first. At the same time, volume numbers are indicated on the cover of magazines (volume 1, volume 2, etc.).

33. At the end of the year, an entry is made in the journal about the total amount of registered information.

34. Journals and materials for reviewing information about accidents are stored in the unit of the customs authority specified in paragraph 11 of these guidelines for three years following the year of their recording, after which they are destroyed according to an act in accordance with the established procedure.

35. In case of initiation of a criminal case on smuggling or other crimes, the investigation of which is within the competence of the customs authorities, as well as when sending to the prosecutor or preliminary investigation authorities materials containing information about other crimes, from documents that are evidence in cases of accidents, copies are made in accordance with the procedure established by the Federal Customs Service of Russia (clause as amended by the letter of the Federal Customs Service of Russia dated September 21, 2004 N 01-06/1040.

36. For materials received during the examination, not attached to the case of an accident or a criminal case, copies of documents taken in accordance with paragraph 35 of these methodological recommendations, internal inventories are drawn up, they are systematized, numbered, filed, and then deposited with the person in charge employee.

37. In this case, the cover of the case (case volume) is mandatory. On the cover of the case (case volume) indicate: name of the customs authority, registration number, name of the person in respect of whom the information on the administrative offense is being reviewed, volume number, number of volumes of the case, date of receipt of information, date of decision on it, number of sheets in the case ( volume), shelf life.

38. Storage conditions for the journal and materials must ensure their safety. Familiarization of customs officials, with the exception of the head of the customs authority or his deputy for law enforcement work, with the magazine and materials must be carried out in the presence of a responsible officer.

39. Journals and materials are documents for internal use and cannot be transferred or issued to organizations, individuals or officials, except in cases provided for by the legislation of the Russian Federation.

5. Procedure for considering information about an accident

40. If the received materials, messages, statements contain sufficient data indicating the presence of an accident event, the customs official authorized to draw up protocols on the accident and conduct an administrative investigation, initiates a case about the accident.

41. If the received materials, messages, statements contain data indicating the presence of an accident event committed after the release of goods in accordance with the customs regimes of export, release for free circulation, re-import, as well as after the end of other customs regimes in relation to goods and vehicles , consideration of information about the AP is carried out in accordance with the procedure for conducting customs control after the release of goods and vehicles established by the Federal Customs Service of Russia (clause as amended by the letter of the Federal Customs Service of Russia dated September 21, 2004 N 01-06/1040.

42. In other cases, consideration of information about an accident is carried out on behalf of the head of the customs authority or his deputy for law enforcement by structural units of the customs authority, taking into account their competence. An approximate distribution of the competence of the structural divisions of the customs authority regarding the consideration of information about the administrative act is given in Appendix 6.

43. In the Federal Customs Service of Russia, the consideration of information about accidents is carried out by the UTRD, and on behalf of the leadership of the Federal Customs Service of Russia - by another structural unit (clause as amended by the letter of the Federal Customs Service of Russia dated September 21, 2004 N 01-06/1040.

44. The composition of the employees carrying out the review of information on the AP, the terms of review are established by the official of the customs authority who appointed the review, taking into account the specific tasks of the review and the nature of the information received.

45. The time frame for consideration should not exceed the time limit established for consideration of appeals from individuals and legal entities and deputies. If the review is carried out on behalf of a higher customs authority, the issue of extending the deadline is agreed upon in advance with the authority that appointed it.

46. ​​When considering information about an accident, a customs official has the right to use forms, methods, and means of customs and currency control established by customs and currency legislation.

47. If information about an accident, published or disseminated in the media, contains data indicating the presence of an accident event that took place in the area of ​​​​activity of the customs authority, different from that given in paragraph 8 of these methodological recommendations, the employee reviewing information about the accident carries out possible actions to establish the presence or absence of an accident event and, if necessary, sends all materials of consideration to the relevant customs authority, where they are subject to recording and consideration in accordance with the procedure established by these methodological recommendations.

If messages published or disseminated in the media contain data indicating the presence of an accident event that took place in the area of ​​activity of several:

customs office of the RTU, the review materials are sent to the appropriate RTU;

RTU, the review materials are sent to the Federal Customs Service of Russia (paragraph as amended by the letter of the Federal Customs Service of Russia dated September 21, 2004 N 01-06/1040.

48. The customs official who conducted the review makes the following decisions:

if an accident is detected, initiates a case of accident;

if, during the consideration of information about an administrative violation, circumstances are established that exclude proceedings in the case of an administrative violation (Article 24.5 of the Code), issues a reasoned decision to refuse and initiate a case of an administrative offense;

if there are signs of smuggling or other crimes, the investigation of which is within the competence of the customs authorities of the Russian Federation, the issue of initiating a criminal case is resolved in accordance with the criminal procedural legislation of the Russian Federation;

when detecting signs of other offenses that are not within the competence of the customs authorities, reports the available data on jurisdiction.

6. The procedure for issuing a ruling on refusal to initiate proceedings regarding an administrative offense

49. If, in the process of considering information about an administrative violation, circumstances are established that exclude proceedings in the case (Article 24.5 of the Code), the official reviewing information about the administrative violation issues a reasoned determination to refuse to initiate a case on an administrative offense (hereinafter referred to as the determination) in the form given in Appendix 7.

50. The determination is subject to agreement with the head of the structural unit of the employee who made the determination, and approval by the official who appointed the review.

51. The determination, together with the review materials, is submitted for accounting to the structural unit specified in paragraph 11 of these methodological recommendations.

In 2001, the appearance of hot water in a well was noted in the village of Lesnoye on the Curonian Spit (Vzmorya St., 4) [Earthquake on the Curonian Spit, 2002], and in November-December 2003 - in Ozerki. In the village of Prudy, about 40 km from Kaliningrad, hot water appeared in the well. In 2003, in a number of districts of the Kaliningrad region, they began to noticeabnormal increase in groundwater temperature. In one or another area of ​​the region, villagers recorded changes in the temperature of underground water.

In Ozerki, the appearance of hot water in deep wells was the third case in 2003 in the Kaliningrad region. In the summer, a hot well appeared in the area of ​​Lake Vishtynets. Both times, the high water temperature in the wells lasted for two weeks, and then literally dropped in one day and returned to normal. In addition, in the area of ​​Lake Vishtynets [Orlyonok et al., 2000], the water temperature in a number of wells in the summer was 17-18 degrees instead of the usual 4-5 degrees Celsius. Hydrochemical analyzes of water samples taken from all such wells showed that there were no chemical anomalies in the composition of the water (Hot water in a well, Prudy village, Kaliningrad region (photos by Dmitry Plenkin [Krivosheev, 2003]).

And the fact that the water cools down almost in one day may be due to the fact that the wells are built in sandy-clayey soil, which quickly closes cracks and thereby prevents heat from accessing the water. This effect may accompany the preparation of an earthquake. Thus, all three wells, in which the water temperature changed sharply, are located in the zone of deep faults and oil fields.

This phenomenon is quite consistent with the data that during the period of preparation for earthquakes there is an intensive unloading of natural gases dissolved in the fluid and solid phase from the surface layers. The unloading of natural gases is accompanied by variations in groundwater levels, which together reflect the regional dynamics of deformation processes in the environment [Ishankuliev et al., 1992; Gufeld etc., 2011].

On the eve of the Kaliningrad earthquake, the seismic situation changed significantly and unusual natural phenomena were discovered. The number of recorded earthquakes changed, and the increase in the number of events in general was not associated with a change in the resolution of seismic observations in the region. There was an abrupt change in the energy dissipated by earthquakes.

If we accept the fact of stability of the resolution of observation systems in the Baltic region (not less than M ≥ 3.5 in the period from 1970 to 2004), thenThe rate of strain release began to increase since 1990. For the region, 1997 and 2004 (the Kaliningrad earthquake) became reference points for the activation of the general seismic process, which is confirmed by a new jump in activity in 2010. It is typical that during these periods there was an increase in the number of recorded events, and then a decrease. The period of seismic quiescence before 1990 corresponds well with known information about earthquakes in East Prussia and the Baltic as a whole. Note that before the earthquake on April 28, 2007 in the Gulf of Dover with M = 4.2 with a shallow focus, the water temperature in the Gdansk and Curonian Lagoons again increased sharply [Assinovskaya, 2009].

This is an alternation of periods of activation and is well known where data on earthquakes over long time intervals is available [Allen, 1981; Karryev, 1992; Mei, 1960]. This makes it difficult to extrapolate observational data obtained over a short period of time into the future, which is typical for the currently available data on seismicity in the Baltic region in general and the Kaliningrad region in particular.

On September 21, 2004, the strongest earthquake of the instrumental period occurred in the Baltic region with MPSP = 5.1. It happened at 13:32:30 and was preceded by a foreshock with M = 4.1, and 4 minutes after the main shock there was a strong aftershock with M = 3.0, and in total there were 7 underground shocks felt by the population. According to the data, the earthquake, its foreshock and aftershock were accompanied by strong sound effects.

To this day, there is no consensus on the exact location of the Kaliningrad earthquakes (on land or at sea). Instrumental data for determining the position of their epicenters by different seismic observation systems vary greatly.

This happened due to the remoteness of the earthquake site from seismic stations, where the wave pattern was different and different wave phases were used to determine the main parameters of the earthquake. Therefore, to solve practical problems, the position of the epicenter and hypocenter of the main shock, as a rule, is specified conditionally. The locations of possible epicenters according to macroseismic and instrumental data also differ, and it is impossible to confidently draw a single closed isoseist on a macroseismic map, so they are not reliable enough to determine the position of the main shock.

Analysis of the results of processing records from European seismic stations (the nearest Polish stations are 250-500 km) [Viezhach et al., 2009] determines the location of the source of the Kaliningrad earthquakes outside the coastal zone - in the sea. The seismic observation network of Belarus found itself in an even more disadvantageous position, both due to its remoteness (450-500 km) and one-sided position. Determinations from this network showed the location of the source of the Kaliningrad earthquake under the Sambian Peninsula, which almost coincides with the data from the GS RAS network, the nearest stations of which were also located very far away (“Pulkovo” - 800 km, “Obninsk” - 1000 km).

On September 21, 2004, events in Kaliningrad developed as follows. Residents of the region and Kaliningrad felt the first tremors at approximately 2:15 p.m. The glass shook and broke in some places. The ground shook underfoot. People began to leave the buildings. Mobile communications immediately stopped working. The first assumptions are a powerful explosion (at that time exercises were taking place in the Baltic). 30 minutes after the first shock, the assistant commander of the Baltic Fleet announced that exercises were being conducted 25 km from the coast, but the possibility of their influence on the tectonic process was excluded [Assinovskaya, 2009]. Then they started talking about a possible earthquake - an echo of an underground strike in the Carpathians.

Later, information about the earthquake was confirmed by the Ministry of Emergency Situations of the Kaliningrad Region (15.30) . The lack of our own seismic observations and the exclave position of the region played a cruel joke - neither officials nor special services had information for a long time about what actually happened. The wait for a message from the center was delayed, and accordingly, the authorities did not have the data to make any decisions.

At approximately sixteen thirty minutes, residents of the area feel a more powerful earthquake. Civil defense and emergency response specialists, based on data from Polish seismologists, estimate it to be approximately M = 4.5 on the Richter scale. Electronic media reported that the earthquake was felt in Poland and Lithuania. Foreign seismological centers are finally providing information about its epicenter - the Pravdinsky district. Classes are officially canceled in all educational institutions. Enterprise managers were advised to evacuate personnel and a message was sent (16:45 about the possibility of a repeat earthquake).

The townspeople poured into the streets and hurried to their homes, schools, and children. On the streets of Kaliningrad, a powerful flow of vehicles created traffic jams and led to numerous accidents. More than forty of them were recorded, five of which involved casualties. Immediately after the earthquake, many citizens sought medical help, and some victims were hospitalized. Mostly, people came in with fractures and sprains.

According to eyewitnesses in Kaliningrad, the earthquake was felt by almost all residents. People noticed walls shaking, plaster crumbling, furniture falling, loose objects falling, cracks appeared in some houses, etc.

Eyewitness: “The first shock was felt at KSU on Universitetskaya, on the first floor. The floor shook a little, as if a tram had passed nearby. Even then I thought: “It’s strange, there are no trams here...” And I immediately forgot. And I felt the second shock at home, lying on the couch and watching TV. At first everything shook a little, then even more, the plates in the kitchen began to fall. Further events were like in a slow motion movie - he jumped into the corridor and turned off the TV as he walked, put on his shoes and almost managed to run out into the street when the shaking stopped - he lived on the fourth floor. There were a lot of women with children on the street.”

Eyewitness: “The coast shook more noticeably, during the first shock I was in Svetlogorsk, working in the House of Public Services, at the moment of the first shock the walls shook, the doors swayed, whitewash fell from the ceiling, the iron on the tables rang... Then a stunned man flew past my door towards the exit TV master (not a sight for the faint of heart, 2 meters tall and 100 kg in weight), although, to be honest, I wasn’t laughing at that time... Everyone ran out into the street, heated discussions, grabbed their phones, but no one was working! By the way, at that time only MegaFon was working, the other operators had no connection. After about 15 minutes everyone calmed down and went on working, and an hour later there was a second shock, stronger than the first... a little later we went to see how the railway embankment slid down from the earthquake, also not a particularly pleasant sight... 80 meters of rails hanging in the air, on height, in some places reaching 15 meters...".

Eyewitness: “...the second shock caught me at the computer, the monitor moved across the table, the sideboard doors opened, crystal fell on the floor... I immediately walked into the doorway, everything was shaking, much stronger than the first shock...”

Eyewitness, Ph.D., Associate Professor, IKBFU. I.Kanta O.V.Bass: “The first shock found me in the car in the parking lot, it shuddered - I thought that a heavy truck had passed by. The second shock found me on the coast - near the city of Sovetsk. I was in a calm state and was preparing equipment for geodetic measurements on a tarpaulin - observing the lens of the sea - suddenly the picture seemed to shift and immediately returned back ... ".

Assinovskaya B. (2009): “The occurrence of outbreaks in the Gulf of Gdansk is confirmed ... by reports from sailors who were the first to notify the authorities about the earthquake... The first statement from officials regarding the earthquake came precisely from the military of the Baltic Fleet... In the sea, about one kilometer from the coast, local residents saw a funnel resembling tornado".

During this period of time, no emergency messages were transmitted via electronic media. Only on local radio in the evening two mutually exclusive messages were broadcast: new tremors are expected and the Ministry of Emergency Situations recommends leaving home (22:47); the second is a storm warning and a recommendation not to leave your houses.

Macroseismic data for Kaliningrad were collected by employees of the Institute of Earth Physics of the Russian Academy of Sciences and the State Observatory of the Russian Academy of Sciences [Assinovskaya, 2009]. Quite a lot of information about the consequences of the earthquake in various areas of the region was reported by local electronic media. Macroseismic data for the Kaliningrad region and adjacent territories are summarized in [Gregersen, 2009].

In Kaliningrad, damage was mainly recorded in old German houses built before the war. According to the general understanding, they were associated with operational conditions - lack of major repairs and dilapidation of buildings. On Krasnaya Street (41) in Kaliningrad, the earthquake caused cracks in the walls and ceilings, and plaster fell off in apartments. Similar damage was found on Borzov, Sportivnaya, Polevaya, Pugacheva, Ofitserskaya, and Karl Marx streets.

On Kalinin Avenue (97) a pipe fell and a tiled roof collapsed. In some apartments the electricity was shorted out and the plaster fell off. In kindergarten No. 100, a fragment of the wall of the children's bedroom collapsed during the second earthquake. At this time, the children were outside, and no one was injured. Svobodnaya Street was strewn with red bricks - chimneys had collapsed on the roof of one of the houses. According to eyewitnesses, bricks rained down, but no one was injured.

On average, the intensity of shaking in Kaliningrad was V points, but against this background, areas were identified where the intensity of shaking reached VI points on the MSK-64 scale. The literature provides different opinions about what factors caused the discrepancy between the predicted intensity of shaking and the real one. It exceeded them by almost two orders of magnitude (it is proposed to relate this circumstance to ground conditions, groundwater level, etc.). However, what is more important here is the fact of the achievement of dangerous tremors for the city, rather than a discussion of the reasons that caused them.

Unfortunately, the discrepancy between the predicted seismicity and actual shaking is a characteristic feature of all seismic zoning maps of the USSR and the present time. After each devastating earthquake in the USSR, there were numerous reasons explaining the discrepancy between predicted estimates and actual shocks. However, at the level of objective logic, the main reason is the lack of information about earthquakes, i.e. too short periods of time were used to calculate shaking parameters.

Historical information and instrumental data in areas even with continuous seismic activity are often insufficient for assessing the seismic regime and calculating risk parameters. Because of this, statistical extrapolations have to be extended to large regions rather than specific areas. In fact, the seismic material OSR-78 [Seismic zoning of the territory of the USSR, 1980] and OSR-97 [Ulomov, Shumilina, 1998] were the same, since historical information in the earthquake catalogs was not significantly added, and the instrumental time period was not expanded for more than a dozen years. In relation to such a vast territory as Russia, this did not greatly change the situation with the original data. In empirical sciences such as seismology, a significant breakthrough in the accuracy of constructions is possible only due to new experimental data and increasing the accuracy of seismic observations in seismically active territories, while changes in calculation methods only help to clarify individual aspects of the process.

During the Kaliningrad earthquake, the most significant macroseismic manifestations were confined to the sea coast. Thus, the movement of commuter trains between the Svetlogorsk-1 and Svetlogorsk-2 stations was interrupted. 40 minutes after the main shock, on a section of the route connecting two stations of the resort city, a failure of the roadbed 30 meters wide and 15 meters deep appeared. About 60 meters of the railway track and the contact network were damaged. This railway embankment was built from clay and sand and was saturated with water due to prolonged rains.

At a distance of 25 km to the southeast of the epicenter near the village of Veselovka, cracks formed in water-saturated soil near an artificial reservoir with a vertical displacement of about 20 cm and a horizontal displacement of 10 cm. Deformations appeared during the foreshock and increased during the main shock. Both described cases had a surface effect and were caused by local soil conditions.

In general, there was no significant destruction of buildings or damage to infrastructure in the Kaliningrad region and in the territories of border countries. The greatest surface effect and damage were concentrated in two areas: 10–12 km west-northwest of Kaliningrad and within the administrative territory of Svetlogorsk with adjacent villages. The area of ​​magnitude VI shaking on land is estimated at approximately 100 km2 in the north and 50 km2 in the south.

According to the results of processing of instrumental data by the GS RAS, the source of the earthquake was located at a depth of up to 20 km, approximately ten kilometers from the coast of the Baltic Sea between the villages of Krugloye, Russkoye, Dvoriki and Kumacheevo. Let us note, within the framework of the inaccuracies of instrumental determinations and the velocity models used, the error in determining the epicenter can overlap the deviation of instrumental and macroseismic determinations significantly enough to consider a possible source area both in the sea and on land.

It is characteristic that with the location of the source “on land” in the subsequent period of time, it did not manifest itself in any way as seismic activity, while the temporary network of the Institute of Physical Sciences of the Russian Academy of Sciences and the stations of the Institute of Oceanography of the Russian Academy of Sciences characterized two zones in the sea, off the Sambian Peninsula, with increased activity. This speaks in favor of the “sea” basing of the focal region of the Kaliningrad earthquake. In particular, this is indicated by the isoseism map built for the Baltic region, unless, of course, the bed of the Baltic Sea is considered an exceptionally favorable overpass for seismic waves[Gregersen, 2009] .

Estimates of seismic intensity in various settlements of the Kaliningrad region during the first shock on the EMS-98 macroseismic scale were: Yantarny, Pionersky - 6 points; western part of Kaliningrad – 5.5–6 points; Krasnotorovka – 5.5 points; Kaliningrad, Svetly, Svetlogorsk, Okunevo, Donskoye, Primorye - 5 points; Dubrovka, Muromskoye, Lyublino, Primorsk, Petrovo – 4.5 points; Baltiysk, Zelenogradsk, Dvoriki, Kruglovo - 4 points. Estimates of seismic intensity during the second shock: western part of Kaliningrad - 6–7 points; Yantarny, Pionersky, Svetlogorsk - 6 points; Svetly, Kaliningrad - 5–6 points; Krasnotorovka, Donskoye, Pereslavskoye, Kumachevo, Romanovo, Dvoriki - 5.5 points; Baltiysk, Okunevo, Kruglovo, Petrovo, Zelenogradsk, Muromskoye, Klintsovka – 5 points; Primorsk – 4.5 points [Nikonov et al., 2005]. The range of scatter of intensities in the epicentral region of the earthquake ranged from IV to VII points on the EMS-98 scale.

The earthquake was felt by residents of many settlements in Belarus, Estonia, Latvia, Lithuania and Northern Poland, as well as in Copenhagen (Denmark), Helsinki (Finland), Oslo (Norway) and southern Sweden. Minor damage to buildings, etc. occurred in a hundred locations in Northern Poland. In Lithuania, there were dozens of reports of broken window glass. Here people were scared and left their homes. In Latvia there were reports of cracks in the walls of houses, but in Estonia there were no reports of damage to buildings.

It should be noted that seismic observations organized by the Institute of Oceanology of the Russian Academy of Sciences under a contract with the Lukoil company on the bottom of the Baltic Sea and on the coast (2006-2008) allow us to conclude that the water area of ​​the Baltic Sea adjacent to the Curonian Spit is a seismically active area [Review of results..., 2006; 2007; 2008]. Earthquakes with magnitudes up to 3.5 (K ≤ 9) occur here.

It was possible to accurately determine the sources of two earthquakes. The local magnitudes of both ML earthquakes were 3.5-3.6 [Review of results..., 2008]. In other words, the absence of a greater number of weak earthquakes in the region is not a natural pattern of this area, but a consequence of the lack of an observation system that meets the modern level of technology.

The generalized intensity map has a characteristic “quasi-ellipsoidal” shape with the major axis oriented from northwest to southeast. At the same time, the macroseismic epicenter gravitates towards the bay, west of the Sambian Peninsula. In this area, weak seismic events have been recorded for a long time by various systems - before and after the 2004 Kaliningrad earthquake. In 2007-2008, in the area of ​​the Kravtsovskoye field, weak earthquakes of technogenic nature were discovered with epicenters in the area of ​​the offshore ice-resistant platform D-6 [Kovachev, 2008].

Thus, in the period from May 9 to May 28, 2008, autonomous seismic stations of the IO RAS recorded a series of seven weak earthquakes with magnitudes from 2.5 to 3. The distances of certain epicenters to the OIFP ranged from 2.5 to 7.5 km. Earthquakes occurred at depths ranging from ≈ 1.3 to 8.5 km. These events were recorded by Norwegian and Swedish seismic stations [Kovachev, 2008; Kovachev et al., 2008].

In the summer of 1980, a swarm of weak earthquakes was recorded in the Gulf of Gdansk, 50 kilometers from Kaliningrad with 2.5 ≤ ML ≤ 3. Since 1999, ISC catalogs have provided information about seismic events with coordinates close to the source area of ​​the Kaliningrad earthquakes (according to HEL data, some of them were classified as explosions). Information from the geophysical department of Uppsala University in Sweden indicates that a series of earthquakes are occurring in the area of ​​the Kravtsovskoye D-6 field (reserves are estimated at 10 million tons of oil).

The first series of weak seismic events (M=1.6-3.3) was noted in June 2002 - before the start of development of the Kravtsovskoye field (2004), which indicates their tectonic nature, as well as a possible connection with the source of the 2004 Kaliningrad earthquake . It is quite possible that the period 1980-2003 became a new stage in the development of the seismic process in this area, since before that time there was no information about its seismic activity.

Seismic observations carried out by the Institute of Earth Physics of the Russian Academy of Sciences (IPZ RAS) in the period 2007-2008 under a contract with the Kaliningrad mayor’s office also revealed increased seismic activity in the Baltic Sea adjacent to the Sambian Peninsula [Sidorin et al., 2011]. A total of 32 local earthquakes of tectonic nature with M = 0.9-2.7 (K ≈ 5-8) were identified. Some of the recorded earthquakes near the peninsula were confirmed by data from the NORSAR system.

The Kaliningrad earthquake was accompanied by extraordinary effects. Local residents reported that in the sea, about one kilometer from the shore, they saw a funnel resembling a tornado [Assinovskaya, 2009]. During the foreshock, residents of the village of Kholmogorovka heard a rumble from the north, in Kolosovka - first a rumble and then a shock, in Kumachovo - a rumble from underground, and during the main earthquake the rumble came from the direction of Lyublino - from the south. In the Courtyards, the rumble preceded the first blow, and at the second blow, the rumble came from underground. Residents of Krasnotorovka mistook the roar for an explosion, and at the second impact the roar came from underground.

In Baltiysk, a wave was seen in the ground, spreading from the southwest to the northeast. A wave running along the ground was observed almost everywhere, and the sound was perceived as an explosion [Assinovskaya, 2009]. In the village Sosnovka, after the earthquake, steam came out of a shallow well. There are reports of mud volcanism on the seabed (north of the Sambian Peninsula). According to electronic media reports, domestic animals and inhabitants of the Kaliningrad Zoo behaved unusually.

The described features of the period of the Kaliningrad earthquake of 2004 indicate the need for further research of this territory, which is of undoubted scientific interest and has practical significance. It is also important that the continued activity of the earthquake area indicates that the seismic process in the west of the Kaliningrad region continues to be in an active phase. In 2010, in the Gvardeysky district of the Kaliningrad region, despite the frosts, the lake in the village of Rovnoye did not freeze. At an air temperature of -16 degrees Celsius, the water temperature turned out to be +6 degrees. Cases of thermal anomalies and their possible connection with the geodynamic process should be recorded and analyzed.

A series of earthquakes that occurred on September 21, 2004 in the Kaliningrad region raises the question of the need to revise the assessment of the level of seismic hazard in the Kaliningrad region and create our own seismic monitoring system for the region.
